18 Moves (revised)
Requirements:
4 Flowers
1 Sheep
100 Carrots
100 Strawberries
The spider on this
level does NOT need to be collected. The best thing to do is leave
him where he is until you have moved the sheep up a few rows.
The reason for this
being the ice. Yes if you move the spider, he jumps down and cannot
web where the ice already is, but once you have broken some of the
ice and the sheep has moved, does it really matter what the spider
does?
If you want to do it the other way, that is upto you, but imo it just means you use more moves. Because as you are busy breaking ice, and opening flowers and freeing the sheep, you are moving crops which will make more fall, and will find some of the webs will be broken for you.

As you move the sheep
across the board, you will get extra points on falling crops, use
combinations and +5 to your advantage. Remember to buy shovels to
move obstacle crops out of the way and if the spider hasn't moved by
the time you get over there, a couple of made rows and off he pops.
You can get all the points you need from the top half of the board so
it doesn't matter if he just sits there.
